一、范围和对象

福建省各级各类医疗卫生机构，现从事医疗卫生技术工作且未达到国家法定退休年龄的卫生技术人员。

二、基本条件

（一）政治思想条件

1. 遵守中华人民共和国和有关法律法规。

2. 忠诚党的卫生事业，热爱本职工作，有良好的职业道德和敬业精神，救死扶伤，全心全意为人民服务。

3. 积极承担医疗、卫生、教学、科研等工作任务，团结协作，学风端正。

（二）学历与专业资历

 1. 申报副主任医（药、护、技）师任职资格的人员，应具备下列条件之一：

（1）具有相应专业中专学历，从事卫生专业技术工作20年以上，取得中级职务任职资格后，在乡镇卫生院（含社区卫生服务中心）受聘本专业工作满8年；

（2）具有相应专业大学专科学历，取得中级职务任职资格后，受聘本专业工作满7年；

（3）具有相应专业大学本科学历，取得中级职务任职资格后，受聘本专业工作满5年；

（4）具有相应专业硕士学位，取得中级职务任职资格后，受聘本专业工作满4年； 

（5）具有相应专业博士学位，取得中级职务任职资格后，受聘本专业工作满2年。

2. 申报主任医（药、护、技）师任职资格的人员，应具备下列条件：

具有相应专业大学本科及以上学历或学士及以上学位，取得副主任医（药、护、技）师资格后，受聘本专业工作满5年。

3. 具备规定学历（学位），任现职满3年以上；不具备规定学历（学位），任现职满5年以上，符合下列条件之一，方可破格申报高级卫生专业技术职务任职资格（其中资历破格不含临床医师类别）。

（1）获国家自然科学奖、国家技术发明奖、国家科技进步奖的主要完成人（限前5名）；

（2）获省部级科技进步二等奖及以上奖项的主要完成人（限前3名）。

（三）学术论文

对申报对象任现职以来发表的学术论文的要求如下：

1. 申报晋升副高级卫生专业技术职务任职资格：（1）属省级单位的申报人员，须在国家级（被SCI或MEDLINE数据库收录的刊物及中华医学会等一级学会主办的医药卫生类刊物，下同）医药卫生类刊物发表本专业有价值的学术论文1篇（限第一作者，下同）以上，或在省级及以上出版社出版本专业有较高水平的学术专著（含译著），字数达10万字以上，或在省级（省、市、自治区学会及其以上单位主办的，下同）及以上医药卫生类刊物发表本专业有价值的学术论文2篇以上；（2）属设区市级及区级单位的申报人员，须在省级以上医药卫生类刊物发表本专业有价值的学术论文1篇以上；（3）属县（市）级及以下单位的申报人员，论文不作必备条件，应提交本人聘期内病例分析报告或业务工作总结报告作为代表作送审。

2. 申报晋升正高级卫生专业技术职务任职资格：（1）属省级单位的申报人员，须在国家级医药卫生类刊物发表本专业有价值的学术论文2篇以上，或在省级及以上出版社出版本专业有较高水平的学术专著（含译著），字数达15万字以上，或在省级医药卫生类刊物发表本专业有价值的学术论文3篇以上；（2）属设区市级单位的申报人员，须在国家级医药卫生类刊物发表本专业有价值的学术论文1篇以上，或在省级以上医药卫生类刊物发表本专业有价值的学术论文2篇以上；（3）属县（市、区）级以下单位的申报人员，须在省级以上医药卫生类刊物发表本专业有价值的学术论文1篇以上。

3. 申报对象在国家级和省级医药卫生类刊物上发表的学术论文，须有国内统一的CN刊号（不含增刊、专刊、特刊等，下同），不包括个案报道、综述、科普性文章和论文摘要等。

4. 所有申报晋升高级卫生专业技术职务任职资格的人员，均应按规定进行业务面试（见附件），同时提交一篇专业学术论文（代表作）进行论文鉴定（县（市）级及以下申报副高级人员除外）（见附件）。对不具备规定学历或未满规定任职年限（不含临床医师类别），破格申报正、副高级职务任职资格的卫生专业技术人员，须进行论文答辩（见附件）。凡经鉴定或鉴别，确有剽窃、抄袭等弄虚作假行为的，取消其评审资格，并按情节轻重给予严肃处理。
