摘要：公路建设过程中，对其进行养护和管理是建设的发展和延伸，并且是公路功能得以正常有效发挥的关键和保障。本文针对目前我国公路的养护和管理，浅谈笔者的一些看法和建议。

在我国的国民建设过程中，公路是最为重要的基础设施，而在公路建设过程中，对其进行养护和管理是建设的发展和延伸，并且是公路功能得以正常有效发挥的关键和保障。随着目前我国公路建设发展的不断深入和完善，对于公路养护和管理所提出的要求也越来越高，在保证公路完整性的同时，还要注重对环境保护之类的协调发展。本文针对目前我国公路的养护和管理，浅谈笔者的一些看法和建议。

1、公路养护和管理的特点

首先是公路养护管理的强制性，这是根据我国公路法所规定的，相关的公路管理机构必须要对公路进行养护管理，保证公路可以一直处于良好的功能发挥状态；第二是公路养护公路的全面性和广泛性，需要养护的不仅仅是公路的中的路面和路基，还包括公路桥梁、旁边的绿化带以及沿线的附属设施；第三是养护管理中的时效性、机动性和针对性。

在对公路预防养护的同时，需要对出现的病害进行及时和快速的修复，从而保证公路一直保持良好的工作状态，并且需要严格按照公路养护的相关技术规范进行养护和操作，同时需要采取一定的安全措施；第四是养护管理工作的复杂性和专业性，在具体的养护管理过程中，除了需要实现专业化和机械化之外，还要注重对新工艺、新技术以及新材料的探索和使用，并需要充分利用的现代化的综合检测设备，同时所涉及的学科较为广泛，其技术也较为复杂；最后是随着全新社会发展模式的提出，要求公路的养护管理也必须要符合可持续发展的客观要求，在保证公路养护和管理效果实现的同时，还要树立其相关的服务观念和环境保护观念。

二、目前我国公路养护和管理上存在的问题

目前就我国公路养护和管理上所存在的问题而言，如果从总体上来说，与我国公路管理上所存在的弊端是分不开的，很多地方的管理机构缺乏竞争和活力机制，效率低下，并且随着近年来我国经济改革的不断深化，导致了公路管理上所存在的矛盾不断加深，在具体的管理操作过程中无法跟上上的转变，同时组织部健全以及制度松弛。有些地方的公路会出现附属设备被侵占的情况，有些绿化带也会被人为破坏；有些原本基础很好的公路，由于自然原因和人为原因造成破坏后，没有得到良好的修护，导致情况上的不断恶化。这些现象虽然不能代表全部，但也在一定程度上影响了公路养护和管理上的效果发挥。而具体上说主要包括在以下几个方面的内容：

（1）养护管理陈旧

由于目前我国很多地方的公路养护和管理采用的还是事业管理，在经费上需要依靠上级拨付才能进行，这样不但不利于社会市场的形成，同时也不利于融资，对养护技术的更新发展以及管理制度的创新方面都造成了一定程度上的影响。

有些管理机制对于公路养护缺乏正确的管理效益认识，认为公路养护缺乏经济效益，只能带来一定的社会效益，而这种错误的效益认识就会导致企业或者是个人对于资金投入的信心不足或者是对其完善和改革的重视程度不够，这就跟目前公路养护管理迫切需要发展完善之间形成了一定的矛盾。

由于运行机制以及管理制度上所存在的问题，在很多地方都出现了养护资金紧张的现象，从而导致先进的养护机械设备较为缺乏，影响到养护管理工作的效率和质量。主要表现在一些技术含量高以及自动化程度较高的设备缺乏。

三、公路养护与管理的改善措施

    （一）实现公路的全面养护和管理

首先要实现对公路规范化、标准化以及美化建设的强化，将其建设强化的工作定位为文明公路的创建，同时要确保公路养护工作的不断加强，并在资金投入以及计划安排上给予保证；第二是要在保证日常养护的同时，实现对周期性以及预防性养护的加强，从而实现公路养护的良性循环。在对公路养护周期进行延长的同时，还有适应目前重轴载车辆的增加，并且需要加强对养护工作中的人力投入；第三，要依靠各级结构调整、因地制宜、多方筹资的绿化工作机制，进一步注重公路绿色通道实效，建立绿色通道工程管护长效机制，切实保护好已有的建设成果；第四，要增加公路水毁修复工程的投人，在修复的基础上提高抗灾能力。要继续大公路管理站的建设，加快推进公路养护机械化、专业化的进程。

（二）管理制度的完善

完善管理制度是搞好养护管理工作的基础制度是规范各项工作和人们行为的准则，一套好的规章制度，能使各部门工作正常衔接，可收到事半功倍的效果，一个单位就像一部运转的机器，每个人就是机器中的每个部件，要让整部机器运行正常，就必须保证每个部件运转正常。首先需要涵盖工作范围的每项工作，每个步骤，每个岗位；其次需要一切从实际出发，制定详细的日常性原始记录，如公路巡视日记，养护工作日记，异常天气记录，路产损坏记录，维修工程日记及技术调查记录。

公路本身固有性质决定了公路损坏后必须及时进行修补，尤其是路面部分损坏极易造成交通事故。时刻为道路使用者提供良好的路况，是公路养护管理部门的一项重要职责，因此必须培养一支反应快速，技术熟练，设备配套的机械化养护队伍，才能保证养护的及时性快捷性，在养护中实行内部企业化管理，最好位于所养路段的中心，呈放射状最好，负责路基路面，桥涵，防护及维护与抢修，负责路面标线，标志，防撞护栏，隔离栅，收费，通讯，监控系统维修与养护。
