XIAMEN VTS GUIDE FOR USER 

引言

INTRODUCTION

本指南旨在向用户简明介绍厦门船舶交通管理系统（以下称厦门VTS系统）的概况，厦门船舶交通管理中心（以下称厦门VTS中心）有关船舶交通管理服务方面的要求及用户需要了解的通航环境情况，以增进VTS中心与用户之间的理解和合作，促进船舶航行安全，提高交通效率，保护水域环境。

This guide is published in order to provide the users with a brief introduction to the Xiamen Vessel Traffic Service (hereinafter referred to as Xiamen VTS) and the requirement of the Xiamen Vessel Traffic Service Center (hereinafter referred to as Xiamen VTS Center) concerning traffic management and service as well as navigation information which may be necessary for vessels, to promote the understanding and cooperation between VTS Center and users, thus contributing to safe navigation, traffic efficiency and marine environment protection.

系统概况

SYSTEM SUMMARY

厦门VTS 系统规模为“三站一中心”， 即厦门VTS中心（24°27′28″.0N, 118°02′08″.4E）、 南太武山雷达站  （24°19′41″.8N, 118°03′44″.5E）、 观音山雷达站（24°24′04″.1N, 118°01′22″.8E）和太平山雷达站（24°30′26″.3N,118°02′51″.9E）。

Xiamen VTS consists of the VTS  Center (24°27′28″.0N, 118°02′08″.4E，Nantaiwushan radar station (24°19′41″.8N,118°03′44″.5E), Guanyinshan radar station (24°24′04″.1N,118°01′22″.8E) and  Taipingshan radar station (24°30′26″.3N,118°02′51″.9E).

   厦门VTS系统主要技术设备及性能：

1．雷达监控系统：有效作用距离24海里，具有跟踪重放功能，可同时跟踪动静目标1000个。

2．船舶数据处理系统：船舶数据处理能力3万艘次。

3．VHF通信系统：有效作用距离25海里，具有多频道录音功能。

4．船舶自动识别系统：有效作用距离25海里。

 The main technical equipments and their functions of Xiamen VTS:

1. Radar Surveillance System: 24 miles of coverage with the function of tracking 1000 targets at the same time and replaying function.

2. Ship Data Processing System: The ship’s data processing capacity is 30,000 ships.

3. VHF Communication System: 25 miles of coverage with multi-channel recording function.

4. AIS: 25 miles of coverage.

管理服务对象：按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入VTS系统的船舶。

管理服务区域：为下列两条线以及港内岸线和厦门高集海堤所围成的水域： 

东南线：以镇海角灯塔（24°16′.2N，118°07′.9E）为圆心，12海里为半径，方位011°至230°的圆弧线。

西线：自九龙江口北岸沿117°58′.0E经线向南至24°26′.0N纬线，向东至118°00′.0E经线再向南至南岸的连线。

工作语言：汉语普通话或英语。

工作时间：北京时间0000-2400。

Users: Ships equipped with the required communication equipment in accordance with the relevant international conventions and/or national rules and regulations and ships, which the Competent Authority may require to be governed by the VTS.

VTS Area: The service area is the water area enclosed by the inner harbor’s coastlines and the following two lines.

Southeast line：the part of the circle with radius of 12 miles and bearing  011°-230°from Zhenhaijiao  lighthouse (24°16′.2N, 118°07′.9E).

West line: The line from north bank of Jiulongjiang River, going  southward along longitude 117°58′.0E  to  latitude 24°26′.0N , then turning eastward to longitude 118°00′.0E  and then southward to connect with the south bank of Jiulongjiang River.

Working Language: Mandarin and/or English.

Working Time: 0000-2400(Beijing time).

注：

“厦门VTS中心”是厦门VTS系统的运行管理中心。它是主管机关依照国家法律、法规，在其管辖水域直接行使水上交通安全管理职能的行政管理和执法部门。

厦门VTS中心依据《中华人民共和国船舶交通管理系统安全监督管理规则》、《厦门船舶交通管理系统安全监督管理实施细则》和《厦门市海上交通安全管理条例》在厦门交通管理服务区域实施船舶交通管理，提供交通服务。

Note:

Xiamen VTS Center is the executive body of Xiamen VTS. It is a management department for safety of vessel traffic within the Xiamen VTS area established by the Competent Authority in accordance with the national laws and regulations.

Xiamen VTS Center controls the vessel traffic and provides service within Xiamen VTS area in accordance with the Safety Management Regulations of Vessel Traffic Services of the P.R.C., the Procedures of Safety Management of Xiamen Vessel Traffic Service， and the Rules on Maritime Traffic Safety Administration of Xiamen Municipality.下载本文
