PURPOSE

加强特种设备的安全监察，防止和减少事故，保障员工生命和公司资产安全。

   To enhance safety inspection of high risk equipment, prevent and reduce incidents, so as to ensure the safety of employees and company properties.

3.职责 

RESPONSIBILITIES 

3.1设施部门Facilities Department 

3.1.1负责建立特种设备台帐。

 In-charge of establishing account for high risk equipment.

3.1.2负责建立特种设备事故应急预案。     

In-charged of establishing emergency response plan (ERP) for accidents caused by high risk equipment.

3.1.3负责特种设备及重要安全附件（如安全阀、压力表等）的定期监督检验，包括电梯等特种设备的应急呼叫系统是否正常。

 In-charge of regular inspection of high risk equipment and important safety accessories (such as safety valve, pressure gauge), including the operation of emergency public announcement system in elevator and other high risk equipment. 

3.1.4负责特种设备安全合格标志、安全警示标志的清晰有效。

 In-charge of ensuring the validity of certification of high risk equipment and the effectiveness of the safety warning signage.

3.2人事部门Human Resource Department 

3.2.1负责特种设备作业人员、安全管理人员持证上岗。

In-charge of ensuring that the operators of high risk equipment and safety management personnel carry their identification while working.

3.2.2保证相关作业人员掌握必要的技能并具备必要的安全意识。

Make sure that the relevant operators have the necessary skills and required safety knowledge. 

3.3工程师EHS Engineer EHS 

3.3.1指导设施组建立特种设备事故应急预案。

Guide the facilities department to establish the ERP for high risk operations/equipment.

3.3.2监督设施组应急救援体系是否建立并实施演练。 

 Supervise the establishment of emergency response system and emergency drills. 

4. 定义 

DEFINITION 

4.1特种设备：是指涉及生命安全、危险性较大的锅炉、压力容器（含气瓶，下同）、压力管道、电梯、起重机械、客运索道、大型游乐设施。

 High risk equipment: those that have impact on safety, high risk boiler, pressurized vessel (gas cylinder), pressurized pipes, elevator, hoisting machines, transportation cableway, and large recreational facilities.

4.2特种作业：是指从事锅炉、压力容器（含气瓶）、压力管道、电梯、起重机械、客运索道、大型游乐设施、场（厂）内机动车辆的作业及其相关管理统称为特种设备作业。

High risk operations: those operations that involve the use of boiler, pressurized vessel (gas cylinder), pressurized pipes, elevator, hoisting machines, transportation cableway, and large recreational facilities and vehicles within the plant etc.

4.3压力容器：

Pressurized vessel 

是指盛装气体或者液体，承载一定压力的密闭设备，其范围规定为最高工作压力大于或者等于０．１ＭＰａ（表压），且压力与容积的乘积大于或者等于２．５ＭＰａ·Ｌ的气体、液化气体和最高工作温度高于或者等于标准沸点的液体的固定式容器和移动式容器；盛装公称工作压力大于或者等于０．２ＭＰａ（表压），且压力与容积的乘积大于或者等于１．０ＭＰａ·Ｌ的气体、液化气体和标准沸点等于或者低于６０℃液体的气瓶；氧舱等。

It refers to air tight devices that store gas or liquid, with maximum pressure higher or equal to 0.1MPa (specified pressure), and stationary and mobile type of vessels that have pressure and volume higher or equal to 2.5MP.L and can contain liquid gas with highest working temperature higher than or equal to standard boiling point. Gas cylinder and oxygen chamber etc that can contain gas with nominal working pressure higher or equal to 0.2MPa (surface pressure) with boiling point higher to or lower than 60oC, and have pressure and volume larger or equal to 1.0 MPa.

4.4压力管道 

Pressurized Pipes 

是指利用一定的压力，用于输送气体或者液体的管状设备，其范围规定为最高工作压力大于或者等于０．１ＭＰａ（表压）的气体、液化气体、蒸汽介质或者可燃、易爆、有毒、有腐蚀性、最高工作温度高于或者等于标准沸点的液体介质，且公称直径大于２５ｍｍ的管道。

Tubular equipment transferring gas or liquid using specific pressure; The diameter of the tubular equipment must be larger than 25mm and the types of substances that the equipment can contain are gas with maximum working pressure larger than or equal to 0.1MPa (surface pressure), liquefied gas, steam substances, liquid substances that are flammable, explosive, toxic, corrosive, and liquids having maximum working temperature higher than or equal to standard boiling point.

4.5电梯 Elevator 

是指动力驱动，利用沿刚性导轨运行的箱体或者沿固定线路运行的梯级（踏步），进行升降或者平行运送人、货物的机电设备，包括载人（货）电梯、自动扶梯、自动人行道等。

It refers to enclosure that is raised or lowered in a vertical shaft by mechanical force or steps that operates in a fix line; which is used to transport people or freight vertically or horizontally. It includes human (cargo) lift, escalator and travelator etc.

4.6起重机械 Hoisting Machines 

是指用于垂直升降或者垂直升降并水平移动重物的机电设备，其范围规定为额定起重量大于或者等于０．５ｔ的升降机；额定起重量大于或者等于１ｔ，且提升高度大于或者等于２ｍ的起重机和承重形式固定的电动葫芦等。

 Electrical devices that are used in vertical lifting or parallel movement of heavy objects. It refers to elevators with capacity larger than or equal to 0.5t; and cranes and stationary electric hoists with capacity larger or equal to 1t and lifting height higher or equal to 2m.

4.7特种设备包括其附属的安全附件、安全保护装置和与安全保护装置相关的设施。

Special devices including the attached safety accessories, safety protection devices and facilities related to safety protection devices.

5. 程序

 PROCEDURES 

5.1特种设备岗位的建立    

Establishment of Positions using High Risk Equipment 

5.1.1特种设备的购入应保持以下文件完整有效：设计文件、制造单位、产品质量、合格证明、使用维护说明等文件以及安装技术文件的资料。

Purchase of high risk equipment should come with the following documents: design drawings, manufacturer information, product quality, validity certification, usage and maintenance instruction manual and installation procedures.

5.1.2特种设备在投入使用前或者投入使用后３０日内，设施部门应当向直辖市或者设区的市的特种设备安全监督管理部门登记。登记标志应当置于或者附着于该特种设备的显著位置。

Facilities department should register with the high risk equipment safety inspection & management department in the district or estate before or 30 days after using the high risk equipment. Registered label should be placed or attached on one visible part of the high risk equipment.

5.1.3设施组应建立特种设备安全技术档案。安全技术档案应当包括以下内容：

Facilities department should establish safety working files for high risk equipment. The file should contain the following contents:

 1)     特种设备的设计文件、制造单位、产品质量合格证明、使用维护说明等文件以及安装技术文件和资料;

Design drawings, manufacturer information, product quality, validity certification, usage and maintenance instruction manual and installation procedures;

2) 特种设备的定期检验和定期自行检查的记录；

 Periodic inspection and self-check records of the high risk equipment;

3) 特种设备的日常使用状况记录；

Records of daily usage of the high risk equipment;

4)         特种设备及其安全附件、安全保护装置、测量装置及有关附属仪器仪表的日常维护保养记录；

Daily maintenance records of the high risk equipment and its safety accessories, safety protective device, measuring and adjustment device and any attached instrument and meter;

5)特种设备运行故障和事故记录。

Records of malfunctions and accidents caused by the equipment.  

5.1.4严格执行操作规程，操作人员不得擅自拆除和损坏特种设备安全附件。

 The operators must follow the operation guidelines strictly and not allowed to dismantle and damage the safety accessories that are attached to the high risk equipment.

5.2特种作业 

High Risk Operations   

5.2.1特种作业人员持证作业。

The employees involved in high risk operations must put on the identification passes while working.

5.2.1.1各部门新增特种作业岗位或人员应通知人事部门，人事部门建立特种设备作业人员管理档案。

Individual department must inform the human resource department on any new high risk operation or new employee that handles high risk operation. The human resources department will establish personal files for such employees.

5.2.1.2人事部门对作业人员进行持续安全教育和培训。

 Human resources department will carry out continuous safety education and training for operators.

 5.2.2特种设备作业现场应制订特种设备操作规程和有关安全管理制度，包括“叉车安全操作管理规定”等。

 High risk operation site should have the customized operating procedures for high risk equipment and relevant safety management procedures, including “Regulations on Forklift Operations”.

5.2.3特种设备操作人员严格执行操作规程，不得擅自拆除和损坏特种设备安全附件。

The high risk equipment operators must follow the operation guidelines strictly and not allowed to dismantle and damage the safety accessories that are attached to the high risk equipment.

5.2.4操作人员在正常操作状态下发现异常情况，应立即汇报主管，不得擅自处理。

Operators should immediately report to supervisor and not solve by themselves if any abnormal situation is detected. 

5.2.5保持特种设备整洁和周围环境的清洁卫生。

 Maintain cleanliness of high risk equipment and hygiene of surrounding environment.

5.2.6新增特种设备或作业岗位应对其可能导致的重大环境影响、重大危险源和危害因素实施评价，评价依照《EHS一般作业与设施设备管理程序》实施。

 Evaluation should be done on newly added high risk equipment or operation for presence of any probable significant environment aspect and hazardous source. Evaluation is carried out according to 《Procedures for Managing Equipment & Operations》

5.3特种设备的检查检验  

 Examination and Inspection of High Risk Equipment 

5.3.1设施部门对在用特种设备应当至少每月进行一次自行检查，并作出记录。在对在用特种设备进行自行检查和日常维护保养时发现异常情况的，应当及时处理。

    Facilities department should carry out monthly checks on existing high risk equipment, and maintain records of such activities. Any abnormality found during the monthly checks or maintenance must be dealt with immediately.

5.3.1.1设施部门应当对在用特种设备的安全附件、安全保护装置、测量装置及有关附属仪器仪表进行定期校验、检修，并作出记录。

Facilities department should carry out regular checks and maintenance on safety accessories, safety protective device, measuring and adjustment device and any attached instrument and meter of existing high risk equipment; and maintain records of such activities.

5.3.2设施部门应当按照安全技术规范的定期检验要求，在安全检验合格有效期届满前１个月向特种设备检验检测机构提出定期检验要求。未经定期检验或者检验不合格的特种设备，不得继续使用

Facilities department should request for periodic checks by the high risk equipment inspection authorities according to safety work regulations one month before the expiration of the safety certification. Operation on the high risk equipment that has not undergone the periodic check or fails the periodic check must be stopped.

5.3.3特种设备出现故障或者发生异常情况，使用部门应当对其进行全面检查，消除事故隐患后，方可重新投入使用。

 The department using the high risk equipment must do an investigation when the equipment is malfunction or when there is an abnormal situation. Operation can only be resumed after elimination of all risk factors.

5.3.4电梯的日常维护保养必须由取得资质许可的安装、改造、维修单位或者电梯制造单位进行。

Daily maintenance of elevator should be carried out by technicians with valid certificate or manufacturer of the elevator.

5.3.5各部门监督特种作业人员持证上岗和按章操作。

Individual department must ensure that the operators of high risk equipment put on identification passes and comply with the operating procedures while working.

5.3.6没有依照工厂特种作业管理制度实施的依照“员工手册”实施处理。

Those employees who do not comply with the high risk operating procedures will be dealt with according to the “Employee’s Handbook”

5.4特种设备的报废 

 Procedure of Disposing of High Risk Equipment 

5.4.1特种设备存在严重事故隐患，无改造、维修价值，或者超过安全技术规范规定使用年限，使用部门将信息提交设施部门申请报废

When the high risk equipment is beyond maintenance and repair, there is a risk of causing serious accident or the equipment has exceeded the usage life as specified by safety work regulations, the responsible department will seek the approval of the facilities department to dispose the equipment.

5.4.2报废设备由设施部门向原登记的特种设备安全监督管理部门办理注销。

The facilities department will write to the High Risk Equipment Safety Inspection & Management Department that had registered the equipment to cancel the registration.

5.5特种作业应急预案

ERP for High Risk Operations 

5.5.1特种设备的事故应急措施和救援预案依照对应特种设备安全管理规定实施。

The ERP to respond to accident caused by high risk equipment should be executed according to the safety management procedure of high risk equipment.

5.6记录  

Management of Record 

5.6.1特种设备安全技术档案由设施部门长期保存。

The safety working files of the high risk equipment are safe kept by facilities department.
