鉴于近期发生的几起偷盗和偷盗未遂事件,项目部领导对此予以高度重视,为防止类似 的事件再次发生,经过讨论特制定如下规定:
1.现任命许志远为夜间安保队长,kalid、唐仁伟为夜间安保副队长,全面负责项目部夜间的财产安全工作;kalid主要负责夜间道路上财产安全和安全检查工作,唐仁伟和许志远主要负责现场及库房的财产安全。
2.实行“重点区域设专人看守,队长不定时巡视查岗”制度。即把夜间停放在现场的物资和设备集中在几个施工区域里,在每个施工区域里设置一名工人蹲点看守;夜班值班队长各自负责几个施工区域,对此区域内的公司财产要全权负责,如有丢失则由此人负责。
3.所有夜班人员要高度警惕现场的一切动向,若发现可疑人员和可疑车辆应立即向队长或副队长报告情况,并上前予以盘查和阻止,记下车牌号或拍照。如果夜班值班人员对可疑车辆和可疑人员不管不问,甚至任由其偷盗,将被视为与偷盗人合伙作案,移交给当地局处理。
4.坚决杜绝夜间值班管理人员随便缺勤(特殊情况需得到安保负责人许可后才行),替别人打卡(指未上班的情况下),上班期间脱岗、睡觉、迟到早退,其他违规行为等,如发现有此现象发生,公司将会对其进行罚款,第一次200迪拉姆,第二次400迪拉姆,第三次800迪拉姆;若有严重失职或责任区发生失盗事故,公司将会根据性质的严重性和实际情况,对其进行相应罚款。
5.若发现定点值班工人有脱岗、睡觉、迟到早退的情况发生,队长发现一次扣除一天考勤(以照片为证)。若由于看守点工人失职而发生失盗事故,公司将会对其进行不少于200迪拉姆的罚款。
6.门卫在值班期间,如有车辆进出,除了中建领导车辆外,其余一律作出入登记和检查;并严格执行“出门证”制度,对出入的物资和设备需核查清楚后才予以放行。在特殊情况下不能办理出门证,门卫必须得到安全部或物资部负责人的明确许可后,方可放行。
7.严禁门卫上班迟到早退、脱岗、睡觉、车辆不登记、未检查随意放行、随便找人替岗(特殊情况,得到安保负责人许可后才行)等现象发生,公司将会对其进行罚款,第一次300迪拉姆,第二次600迪拉姆,第三次1200迪拉姆。若由于工作失职而发生失盗事故,公司将会对其进行不少于500迪拉姆的罚款。
8.奖励办法:所有罚款都作为安全基金,用于提高员工福利待遇、购买安保器材和个人奖励。为了打击不法分子,特鼓励全体员工积极举报或提供有用信息,公司将会对此给予高度赞扬和经济奖励;为了提高夜班工人的积极性,定期评选出1~2名表现良好的工人给予50迪拉姆的经济奖励。
9.作为公司一员,我们应尽自己最大努力,切切实实负起责任,树立信心,坚决不让失窃事件再次发生。

Management system of Night security duty
In view of the continuous lost of the company's property in a short time, company attached great importance to prevent the recurrence of similar incidents, after discussion, the following provisions formulated:
1Mr. Xu Zhiyuan shall be security team leader, MR. Mr. KALID, Mr. Tang renwei will be the assistant team lead, and will be overall responsible for the safety of property of the company during night duty. Mr. Khalid is mainly responsible for the road property, Mr. Tang renwei and Mr. Xu zhiyuan is mainly responsible for the structure and store property.
2Implementation of “key area spotted by special person, the team lead check everywhere any time” system. According to the project construction works, the machines and material will be stored at pointed place and the safeguard should spot his special place in the area for which he is responsible. He shall be fully responsible for any loss to the company property in that area. The team leader shall check them from time to time.
3All night personnel shall be alert at all times to spot any suspicious persons or vehicles. If any suspicious persons and suspicious vehicles are found he shall immediately report to the team leader, and stop and question the person/vehicle driver, remember that the vehicle number and the person features shall be noted. If the night shift officers turn a blind eye on the suspicious persons/vehicles, and there is any loss to company property, he shall be treated as a partner and shall be hand over to police.
4For team leads, it is strictly prohibited the absent (special circumstances need to be agreed by the security manager),punches for others(who is absent), off-site during the work time, sleeping, and Late and leave early. If found the company will give him a 200DHS fine for first time, 400DHS for second time and 800 DHS for the third time. If any gross negligence or other lost accident happened, both the team lead and the night security labor who change the area will be punished according the situation.
5For night duty labors , if the team lead find him going off site during the work time, sleeping, and Late and leave early, cutting one day time shit as the punishment(attached with photo).any property lost for the leave work of the labors , he will be give a fine more than 200 DHS.
6The security gate should register all incoming and outgoing vehicles at day time, and shall not allow any vehicles at night, except the cscec lead vehicles and safety vehicles, and check the materials in and out the vehicles according the security guard rules, then give them the way.
7Sleeping, going off site during duty hour ,keep a blind vehicle on out vehicles ask somebody replace(unless accepted by team lead) is strictly prohibited for all personnel on duty, if found, will be given a 500DHS fine at the first time. If found again, will be fined 600DHS, the third times 1200DHS. If any lost accident for his breach of duty more than 500DHS will be fine.
8 Award: All fines are as a security fund, used to improve employee benefits, purchase of security equipment and personal rewards. In order to fight with criminals, all employees who provide useful information, the company will have given him high praise and economic incentives; in order to improve the enthusiasm of night workers, regularly selected 1 to 2 workers with good performance give him 50 DHS award.
